Public Notice: Proposed RCRA Corrective Action - Cleanup Proposal for Tradepoint Atlantic (Formerly: Sparrows Point Facility) in Baltimore, MD - EPA ID: MDD053945432

Summary

The U.S. Environmental Protection Agency (EPA) is announcing its proposed decision (Statement of Basis) for a portion of the Tradepoint Atlantic (TPA) property , the Coke Point Area,  in Baltimore, Maryland, as required by the Resource Conservation and Recovery Act (RCRA). The proposed decision consists of capping, air sparge, biosparge, non-aqueous phase liquid (NAPL) recovery trench/pits, sheet pile/slurry wall extension, excavation, revetment wall installation, monitored natural attenuation (MNA), a Technical Impracticability Zone for slag-related constituents in groundwater, and engineering controls (ECs)/Institutional Controls (ICs). 

The TPA property is located at 6995 Bethlehem Blvd in Baltimore, Maryland. The Proposed Remedy for Groundwater is in the Coke Point Area.  From the late 1800s until 2012, the former Sparrows Point Facility was used for the production and manufacturing of steel. Iron and steel production operations and processes included raw material handling, coke production, sinter production, iron production, steel production, and semi-finished and finished product preparation. In 1970, Sparrows Point was the largest steel facility in the United States, producing hot and cold rolled sheets, coated materials, pipes, plates, and rod and wire. The steelmaking operations at the facility ceased in fall 2012, and the steel mill has been demolished. Some portions of the TPA Property have already undergone remediation and/or redevelopment. 

The CPA is a man-made peninsula in the southwestern portion of the TPA Property consisting of approximately 344.8 acres.  The CPA was the location of the former coking operations from the 1940’s to the early 1980’s. Prior to that time, the CPA did not exist; slag (a byproduct of iron- and steel-making) has been used as an on-site fill material since operations began at the Sparrows Point Facility.
