Second paragraph of the letter: "This letter is to inform you that EPA is reconsidering the claim you submitted under the Federal Tort Claims Act for damages in connection with the Gold King Mine incident. Although your claim was previously denied, the agency has reexamined the applicable laws and facts pertaining to your claim and has decided to move forward analyzing additional aspects of your claim."
