Cleanup Status

The Virginia Department of Environmental Quality (VDEQ) is the lead agency for managing cleanups at this facility.

The facility was issued a Virginia Voluntary Remediation Program (VRP) Certificate of Satisfactory Completion of Remediation on June 15, 2012. A UECA Environmental Covenant was recorded on June 27, 2012 which includes Activity and Use Limitations.

On September 19, 2016, the VDEQ conducted an initial Long Term Stewardship (LTS) assessment to assess whether the remedy was implemented and protective of human health and the environment. VDEQ determined that the remedy institutional and engineering controls were fully implemented and no control deficiencies were identified.

On September 14, 2026, the VDEQ conducted the second LTS assessment. The assessment found one minor deficiency with “Compliance and Use” reporting as required (frequency once every third year) under the Uniform Environmental Covenant Act (UECA) covenant

Cleanup Actions or environmental indicators characterizing the entire facility are shown below. It is not intended as an extensive list of milestones/activities. This listing, and all the data on this page, come from EPA’s RCRAInfo and are refreshed nightly to this page. For this table and the Cleanup Activities Pertaining to a Portion of the Facility table that follows, a blank in the Status column could mean the action either has not occurred or has not been reported in RCRAInfo.

Prior to 1973, the property was part of a farm. The Property is approximately 57 acres with the central portion of the Property being occupied by the main manufacturing building and supporting structures. The original building was constructed in 1974. The facility was known as the GE Winchester Lamp Plant. Incandescent light bulbs were manufactured from the date when operations began until September 24, 2010 when operations ceased.

The site was sold to Rubbermaid Commercial Products, LLC which currently produces various commercial products and continues to operate to date.

Contaminants at this Facility

The main contaminants include Arsenic and polynuclear aromatic hydrocarbons (PAHs).

Institutional and Engineering Controls at this Facility

Pursuant to UECA, the Facility recorded an environmental covenant on June 27, 2012, to maintain the following controls:

  1. Limited Use Only - The property shall not be used for any residential purposes such as single-family residences, apartments or condominium, outdoor recreation purposes, or for a hospital or other medical uses, schools, childcare centers, senior centers for the elderly or live-in nursing homes, playgrounds, or parks.
  2. Soil Control – All soils present on the Property or removed from the Property must be “handled”, disposed or otherwise managed in compliance with all applicable VDEQ Rules, and other applicable Environmental Laws.

Institutional and Engineering Controls help ensure human exposure and groundwater migration are under control at a cleanup facility.   Where control types have been reported by states and EPA in EPA’s RCRAInfo, they are shown below.  Not all control types are needed at all facilities, and some facilities do not require any controls.  Where there are blanks, the control types may not be needed, may not be in place, or may not be reported in RCRAInfo.
