Proposed Actions for New Hampshire's Clean Air Act section 176A Petition and I/M SIP Revision
On August 6, 2026, U.S. Environmental Protection Agency (EPA) proposed to grant the State of New Hampshire's petition under Clean Air Act section 176A(a)(2) to remove the state from the Ozone Transport Region (OTR). New Hampshire also submitted an associated State Implementation Plan (SIP) revision to remove the Motor Vehicle Emissions Inspection and Maintenance (I/M) program, which EPA is proposing to conditionally approve. EPA is accepting comments on both proposed actions for 45 days from the date of publication in the Federal Register.

EPA will hold a formal virtual public hearing for the EPA's proposed Response to Clean Air Act Section 176A Petition from New Hampshire 15 days after publication in the Federal Register. EPA will update this webpage with more information about the public hearing, including instructions for registering for the public hearing, once the action is published in the Federal Register.
