Cecil Rodrigues is the Deputy Assistant Administrator for Management for the EPA’s Office of Enforcement and Compliance Assurance. He previously served as Regional Counsel in the EPA’s Mid-Atlantic States regional office (Region 3).

Cecil has worked at EPA for more than 36 years. He began his career in Region 3’s Office of Regional Counsel where he has held several management positions and worked on civil, criminal, and cleanup enforcement, as well as counseling issues. Cecil joined the Senior Executive Service in 2014 when he was selected to serve as the Region 3 Director of the Hazardous Site Cleanup Division. From 2015-2019, he served as the Region 3 Deputy Regional Administrator and Acting Regional Administrator. In 2019, Cecil returned to the Office of Regional Counsel to serve as the Regional Counsel. In 2022, he served as the Acting Deputy Regional Administrator for Region 6.

Cecil received a BA in Political Science from Adelphi University and a JD from the New York Law School. Cecil and his wife Jeanne are proud parents of Kaitlin, Kelly, Brian, Yesenia, and Dominic—and proud grandparents of Jayden.
