SECTION 2. PURPOSE

Promulgation and enforcement of these Regulations of the Plan is intended to meet the requirements of the Clean Air Act (42 USCA Section 1857, et seq.), as interpreted by the United States Environmental Protection Agency, including but not limited to  attainment and maintenance of the National Ambient Air Quality Standards, and qualification for delegation to the Arkansas Department of Pollution Control and Ecology by the United States Environmental Protection Agency of authority to enforce said federal statute and regulations promulgated pursuant thereto.
