Subchapter G.  Petroleum Refinery Operations

Section 2139.  Refinery Vacuum Producing Systems

Unless otherwise indicated, paragraphs are as previously approved by EPA 05/05/94 (59 FR 23166) effective 06/06/94 (LAc60).

   A.  Control of Steam Jet Ejectors and Mechanical Pumps.
Emissions of volatile organic compounds from steam jet ejectors and mechanical pumps shall be controlled by one of the applicable methods specified in LAC 33:III.2115.A, B, and F.  Compliance shall be determined and records shall be kept as specified in LAC 33:III.2115.I, J, and K.

   B.  Emissions of volatile organic compounds from a hot-well with a contact condenser shall be controlled by covering the hot-well and controlling the vapors by one of the applicable methods specified in LAC 33:III.2115.A, B, and F.  
Compliance shall be determined and records shall be kept as specified in LAC 33:III.2115.I, J, and K.

   C. Exemptions.
This Section does not apply to refinery vacuum producing systems that are required by another federal or state regulation to implement controls that reduce VOCs to a more stringent standard than would be required by this Section.
