New Jersey SIP Summaries: 1-hour Ozone Control Programs - Solvent Cleaning Processes and Mobile Equipment Repair and Refinishing

EPA Approval Date:
EPA's approval of 1-hour Ozone Control Programs - Subchapter 16 was effective on August 2, 2004.

State Submittal:
On June 4, 2003 the New Jersey Department of Environmental Protection (NJDEP) submitted to EPA a SIP revision which incorporates revisions to Subchapter 16 "Control and Prohibition of Air Pollution by Volatile Organic Compounds" with a State effective date of June 29, 2003.

Statewide

Summary:
As part of New Jersey's 1-hour Ozone attainment demonstration SIP, it committed to adopt additional control measures to meet the emission reduction shortfall which EPA identified as necessary to attain the ozone standard. This SIP revision includes two of these control measures: solvent cleaning operations and mobile equipment repair and refinishing facilities. In addition, the State revised its Stage II vapor control requirements. The first two measures were based on the
Ozone Transport Commission (OTC) model rules which other states in the Northeast are also adopting.

New Jersey has also submitted two additional control measures as SIP revisions which are currently being reviewed which include two additional control measures. The last measure has been proposed.

New Regulations Included As Part of the SIP:
Subchapter 16 "Control and Prohibition of Air Pollution by Volatile Organic Compounds," effective June 29, 2003.
