New York Ozone SIP: Nitrogen Oxides Budget and Allowance Trading Program (OTC Budget Trading Program)

EPA's approval of the Nitrogen Oxides Budget and Allowance Trading Program and all applicable regulations were effective on May19, 2000.

SIP revision dated April 29, 1999.

Summary:
This SIP revision relates to New York's portion of the Ozone Transport Commission's September 27, 1994 Memorandum of Understanding, which includes a regional nitrogen oxides budget and allowance (NOx Budget) trading program that will significantly reduce NOx emissions generated within the Ozone Transport Region.

Part 200, "General Provisions," Subpart 227-1, "Stationary Combustion Installations," Subpart 227-2, "Reasonably Available Control Technology (RACT) for Oxides of Nitrogen (NOx)" and Subpart 227-3, "Pre-2003 Nitrogen Oxides Emissions Budget and Allowance Program"
