Oklahoma SIP History
Oklahoma SIP History
The status of each State SIP is given in Title 40, Part 52, of the U.S. Code of Federal Regulations (40 CFR Part 52). The status of the Oklahoma SIP is given in 40 CFR Part 52, Subpart LL, Sections 52.1920 to 52.1960. The first section in the subpart for each state is the “Identification of plan” section. The Identification of plan for Oklahoma is in Section 52.1920.
Until August 2, 2000, the Oklahoma Identification of plan in Section 52.1920 was used to give a chronological development of the Oklahoma SIP. The table below gives the Federal Register date and page number and effective date when each paragraph of the Oklahoma Identification of plan was added or revised. The numbers in the left column are the current paragraph numbers. Some paragraphs were added as a different number and later changed to the number listed. Only Federal Register rulemaking actions revising the Oklahoma Identification of plan are listed. The text of each paragraph listed is in Section 52.1920 in the July 1, 2000, and earlier editions of 40 CFR Part 52 of Title 40, Part 52, of the U.S. Code of Federal Regulations (40 CFR Part 52), and are in Section 52.1960 of the July 1, 2001 and later editions 40 CFR Part 52. Other sections in Subpart LL have their own Federal Register citations.
On August 2, 2000 (65 FR 47326 to 47336)(OKd01), EPA moved the contents of Oklahoma 40 CFR 52.1920, [Oklahoma] “Identification of plan” to a new §52.1960 “Original [Oklahoma] Identification of plan.” Section 52.1920 “Identification of plan” was replaced with a list of enforceable elements in Oklahoma SIP. The purpose of this action was to start using the Oklahoma Identification of plan in §52.1920 to more clearly identify the provisions that constitute the enforceable elements of the Oklahoma SIP. A correction to the table in the new §52.1960 “Original [Oklahoma] Identification of plan” was published in the Federal Register August 29, 2000 (65 FR 52476 to 52477)(OKd01). The original Identification of Plan DID NOT include non-rule SIP revisions unless the SIP revision included a rule revisions, i.e., nonregulatory SIP revisions without regulatory revisions were NOT included in the original Oklahoma Identification of Plan.
In the tables below the “OKc*” numbers are the paragraph numbers and Federal Register citations of the original Oklahoma 40 CFR 52.1920 Identification of Plan before and after being moved August 2, 2000 (OKd01) to the new 40 CFR 52.1960 Original Identification of Plan Section.
In the tables below the "OKd*" numbers preceding the titles of Federal Registers published since August 29, 2000 (OKd01) are unofficial numbers used by EPA Region 6 to assist in tracking ALL Federal Register 40 CFR Part 52 approvals of revisions to the Oklahoma SIP published since August 29, 2000 (OKd01). These include ALL (i.e., regulatory and non-regulatory) revisions to the Oklahoma SIP approved by EPA since August 2, 2000.
Each “OKc*” and “OKd*” number represent a separate Federal Register Oklahoma SIP approval action.
The “OKc*” and “OKd*” numbers are also used in the text of the Oklahoma SIP-Approved regulations in this web site to help identify the Federal Register approvals of sections and paragraphs.
Federal Register actions in the table below published since August 2005 that have a Regulations.gov ID number have a docket in the Federal Government Regulations.gov web site which contains documents related to the Federal Register action. "OKaaa" numbers following "OKd" numbers in the titles of the Federal Register actions in the table are EPA Region 6 numbers assigned to each Region 6 Regulations.gov docket. The docket title and the titles of all documents within the docket begin with the number.
