Summary of Grants Pass PM-10 2nd 10-year Limited Maintenance Plan
Background
The Grants Pass, Oregon, Urban Growth Boundary was designated nonattainment for PM10 and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.
Oregon submitted a PM10 attainment plan on November 15, 1991, and EPA approved the plan on December 17, 1993 (58 FR 65934 (pdf)).
On November 5, 1999, Oregon submitted a complete rule renumbering and relabeling package to the EPA for approval into the SIP, which the EPA approved on January 22, 2003 (68 FR 2891 (pdf)).
The EPA approved ODEQ’s maintenance plan to ensure continued compliance with the PM10 NAAQS for ten years on October 27, 2003 (68 FR 61111 (pdf)).
On April 22, 2015 Oregon Department of Environmental Quality submitted a second 10-year maintenance plan for the Grants Pass area for PM10. The plan explains how this area will continue to meet the PM10 National Ambient Air Quality Standard for a second 10-year period through 2025. The EPA approved ODEQ’s second ten year maintenance plan to ensure continued compliance with the PM10 NAAQS for ten years on July 30, 2015. (80 FR 45431 (pdf)).
Summary
The plan relies on control strategies needed to ensure attainment of the PM10 National Ambient Air Quality Standards (NAAQS). The strategy focuses on control of industrial emissions and residential wood combustion. Additional reductions are expected from statewide efforts to reduce slash burning smoke.
