Summary of Mendenhall Valley Particulate Matter (PM-10) Attainment Plan
Background
The Mendenhall Valley, Alaska, area was designated nonattainment for PM10 and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.
On June 22, 1993, Alaska submitted a PM10 attainment plan, and EPA proposed approval of the plan on December 22, 1993 (58 FR 67754 (PDF)).
On March 24, 1994, EPA approved the Mendenhall Valley PM10 attainment plan (59 FR 13884 (PDF)).
Summary
The plan relies on control strategies needed to attain the PM10 National Ambient Air Quality Standards (NAAQS). The strategy focuses on control of wood smoke emissions and fugitive dust sources.

Contingency Measures
- City and Borough of Juneau Building Code amended to require R-30 ceilings and R-19 walls and floors. Formulas adopted for the percentage of window coverage allowed.
- City and Borough of Juneau regulations disallow wood stoves as the sole heat source and require back-up heat system to 70 degrees Fahrenheit.
- Additional road paving projects.
- Inducements to reduce stove and fireplace use and additional public information on residential wood stoves.
