Summary of Northern Ada County (Boise) Second 10-Year Carbon Monoxide Limited Maintenance Plan

Related Information
  • Idaho SIP: EPA Approved Nonregulatory Provisions and Quasi-Regulatory Measures (40 CFR part 52.670(e))

Background

Northern Ada County (Boise), Idaho, was designated nonattainment for carbon monoxide (CO) and classified as “not classified” upon enactment of the Clean Air Act Amendments in 1990.

Idaho submitted a CO maintenance plan on January 17, 2002 and EPA approved the plan on October 28, 2002 (67 FR 65713 (PDF)).

On February 10, 2011, Idaho submitted a second 10-year CO maintenance plan. EPA approved the second 10-year CO maintenance plan on August 2, 2012 (77 FR 45962 (PDF)).

On December 29, 2022, Idaho submitted a revision to the plan requesting to remove the motor vehicle inspection and maintenance program from the SIP. The revision included a demonstration that removal of the program would not interfere with attainment or maintenance of the NAAQS or any other applicable Clean Air Act requirement.

The EPA approved the December 29, 2022 revision on June 15, 2023 (88 FR 39177 (PDF)). In the approval action, the EPA removed the inspection and maintenance program and local implementing ordinances from the federally approved SIP.
