Summary of Pinehurst PM-10 Nonattainment Area Plan

Background

The Shoshone County, Pinehurst, Idaho, area was designated nonattainment for particulate matter (PM10) and classified as moderate upon enactment of the Clean Air Act Amendments of 1990.

Idaho submitted a PM10 attainment plan on April 14, 1992, and the EPA approved the plan on August 25, 1994 (59 FR 43745 (pdf)).

On April 14, 1992, Idaho also submitted a PM10 attainment plan revision for the portion of the Shoshone County, Idaho, nonattainment area just outside the city of Pinehurst. This area was designated nonattainment in January 1994. The EPA approved the plan revision on May 26, 1995 (60 FR 27891 (pdf)).

On August 23, 2001, the EPA published a finding that the two areas had attained the PM10 standard by their respective attainment dates (66 FR 44304 (pdf)). However, the designation status in 40 CFR part 81 remains moderate nonattainment for both areas until such time as Idaho meets the CAA requirements for redesignations to attainment.

Summary

The plan relies on control strategies needed to assure attainment of the PM-10 NAAQS. The strategy focuses on control of residential wood combustion.

Contingency Measures

“Over control” from the wood smoke control measures (Control measures that are part of the core control strategy in the SIP when such control measures result in emission reductions greater than those required to achieve the NAAQS) was adopted by Idaho on July 13, 1995 and submitted to the EPA on August 16, 1996. The EPA approved these measures on October 2, 2014 (79 FR 59435).
