Summary of Sandpoint PM-10 Nonattainment Area Plan
Background
The Sandpoint area in Bonner County, Idaho, was designated as a nonattainment area for PM10 and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.
Idaho submitted a PM10 attainment plan In May of 1993. On August 16, 1996, Idaho submitted a revised plan, and EPA approved the plan on June 26, 2002 (67 FR 43006 (pdf) (8 pp, 164 KB).
Summary
The plan relies on control strategies needed to assure attainment of the PM10 National Ambient Air Quality Standards (NAAQS). The strategy focuses on control of residential wood combustion, fugitive road dust, and industrial processes.

“Over control” from the mandatory residential wood burning curtailment program adopted by the City of Sandpoint in February 1995, Ordinance No. 965. (Control measures that are part of the core control strategy in the SIP when such control measures result in emission reductions greater than those required to achieve the NAAQS.)
