Background

The Sandpoint area in Bonner County, Idaho, was designated as a nonattainment area for PM10 and classified as moderate upon enactment of the Clean Air Act Amendments in 1990.

Idaho submitted a PM10 attainment plan In May of 1993. On August 16, 1996, Idaho submitted a revised plan, and EPA approved the plan on June 26, 2002 (67 FR 43006 (pdf) (8 pp, 164 KB).

Summary

The plan relies on control strategies needed to assure attainment of the PM10 National Ambient Air Quality Standards (NAAQS). The strategy focuses on control of residential wood combustion, fugitive road dust, and industrial processes.

Control Measures

  • Uncertified Wood Stove Replacement Programs
  • Tax Reduction and Grant Incentive Programs
  • Episodic Curtailment Program
  • Improved Quality and Use of Anti-Skid Materials
  • Increased Street Sweeping

Ordinances

  • Ordinance No. 939 - Material Specifications for Street Sanding Material, February 22, 1994
  • Ordinance No. 965 - Solid Fuel Heating Appliances, February 21, 1995

Permits

  • Louisiana Pacific Corporation, October 31, 2001
  • Interstate Concrete and Asphalt, August 2, 1999
  • Lake Pre-Mix Concrete, May 17, 1996

(Control measures that are part of the core control strategy in the SIP when such control measures result in emission reductions greater than those required to achieve the NAAQS.)
