Summary of Swinomish Air Quality Plan
The Swinomish TIP provides a regulatory program to protect air quality on the Swinomish Reservation from the impacts of open burning. The TIP is applicable to all persons within the exterior boundaries of the Swinomish Reservation.
The TIP is comprised of two parts: Part I, the air quality plan, Swinomish Tribal Implementation Plan for Open Burning (see documents at the end of this page), describes the Tribe’s open burning program.
Part II, Swinomish Clean Air Act (see documents at the end of this page), is Chapter 2 of Title 19 of the Swinomish Tribal Code and contains the regulations governing open burning practices within the boundaries of the Swinomish Reservation.
The TIP was submitted to the EPA on June 28, 2012, and supplementary submittals were received on September 24, 2013, November 18, 2013, and January 28, 2014. The EPA proposed to approve the TIP on May 2, 2014 (79 FR 25049 (pdf) (6 pp, 252 KB)) and took final action on November 24, 2014 (79 FR 69763 (pdf) (5 pp, 247 KB)).
The approved portions of the TIP are federally enforceable under the Clean Air Act.
