AVERT User Manual

AVoided Emissions and geneRation Tool (AVERT) is a free tool that allows users to easily evaluate county-level changes in emissions resulting from energy policies, programs, and projects. It uses public data and can be used for quantifying emissions impacts in NAAQS SIPs. Use this guide to get familiar with how to use AVERT, the benefits of the tool, and the key steps for analysis.

The first link below points to the current user manual, v4.0. The second link provides a user manual for a previous version of AVERT, v2.3. Version 2.3 is a deprecated version of AVERT with 10 regions and fewer features. EPA is no longer supporting data updates, enhancements, or bugfixes to this version of AVERT, but Main Module v2.3 is still available for users who want access to more years of historical data.
