How To Report Under CDR

This page contains instructions and guidance on submitting information to EPA for the 2024 Chemical Data Reporting (CDR) period. The instructions and guidance for 2028 will be added in advance of the start of the submission period. EPA expects the 2028 reporting process to be similar to the 2024 reporting process.

2028 CDR Submission Period
  • The 2024 CDR reporting period has ended.
  • You can prepare for the 2028 CDR submission period by collecting data on chemicals that you are manufacturing (including importing) during years 2024 through 2027.

  • Begin reporting by logging into CDX and accessing e-CDRweb through the CSPP portal.

Overview

 The 2024 CDR reporting period has ended. The 2028 submission period is from June 1, 2028 to September 30, 2028. For the 2028 CDR, the principal reporting year is calendar year 2027. Manufacturers (including importers) need to report full manufacturing, processing, and use information for 2027 only and production volume information for calendar years 2024, 2025, 2026, and 2027.

You must report electronically, through the Central Data Exchange (CDX), using e-CDRweb, the electronic reporting tool for the CDR Form U. 

Reporting Electronically

To submit Form U electronically to EPA, you must register with CDX and be approved by EPA. If you have technical issues or problems regarding CDX registration, please contact the CDX Help Desk at helpdesk@epacdx.net or 888-890-1995. International callers who wish to contact the Help Desk should call 970-494-5500.

  • Register on CDX: To register for CDR reporting, go to the CDX website and register under the program "Submissions for Chemical Safety and Pesticide Programs (CSPP)." If you were previously registered on CDX for e-TSCA, e-PMN, or TRI, you are able to add the CDR reporting flow to your current registration.
  • Access e-CDRweb: You can access this Agency-provided electronic reporting tool used to complete Form U after you have registered in CDX. Access e-CDRweb through the CSPP portal.
  • Complete and submit your completed electronic Form U.
  • The 2028 reporting tool will be available prior to the beginning of the submission period.
