Annual Allotment of Federal Funds for States, Tribes, and Territories

The Safe Drinking Water Act (SDWA) prescribes the process for the annual allotment of federal funds for the DWSRF program for states, tribes, and territories.

For states and Puerto Rico, the annual allotment is established through a survey of water system capital improvement needs conducted every four years.  The SDWA specifies percentages of the national grant funds for allotment to tribes and territories. The allotment to tribes and territories is made first with the remaining amount allotted to states. Each state receives a minimum annual allotment of one percent of the national grant funds after allotments for tribes, territories, and other national reserved programs are made.
