Supplemental DWSRF Capitalization Grants Memorandum

Award and Implementation of Supplemental DWSRF Capitalization Grants Under the 2017 Continuing Resolution and the 2017 WIIN Act

In December 2016, the Water Infrastructure Improvements for the Nation (WIIN) Act authorized the appropriation of $100 million in disaster-related supplemental funding under the Drinking Water State Revolving Fund.

The memorandum outlines how eligible states and public water systems can apply for the supplemental funding and describes new WIIN implementation requirements. Currently, only the City of Flint and the State of Michigan meets the eligibility requirements for these funds. To receive the supplemental funding a state must submit an application to EPA, which includes an intended use plan. EPA will review the application and expedite the capitalization grant award process.
