We would like to include references as part of our proposal, but we aren’t sure if this is part of the 30-page limit or if this is allowed to be outside the thirty pages.

Can the application also include program admin support for various coalition partners outside of the principal recipient?

The answer provided in the updated FAQ section says, “Per Section 6 of the NOFO, References can be included as part of the 30-page limit of the Project Narrative. Applications must adhere to the page limit requirements” but in checking that section of the NOFO there is no reference to “References Cited” or “References” at all. It is not mentioned anywhere in the NOFO that we can find. It is also not listed as one of the required sections of the Project Narrative. In that section they also specifically mention that “Maps, charts, pictures, and other figures must be included in the Project Narrative file.” But no mention at all is made of a “References Cited” section.
However, also in Section 4 in Part “A” (Application Forms) there is mention of the “Other Attachments” form. Is this where we should be uploading the Curriculum Vitae for the Principal Investigators and other staff? In our submission, this is where we uploaded those CV documents as well as the References Cited pages, as well as the other additional files considered necessary to the proposal including the following:

Can EPA give some clarity on the 6-year timeframe and additional potential years of funding as it relates to project timeline(s)? For example, is the timeframe intended to expect multiple years of RFAs released by the prime under the initial application to the EPA, or one RFA with extended time for project completion and reporting?
The design and overall program approach toward the Project RFA should be decided by the applicant. However, all subawards under the Project RFA must be completed and closed out within the 6-year window.

The budget form, SF424A (non-construction programs) in https://grants.gov allows applicants to input data for five years of funding. The solicitation allows for six years. How do we handle inputting budget information for an additional year?
