Solutia is a chemical manufacturer that has operated at 500 Monsanto Avenue in Sauget, Illinois for nearly 100 years. Solutia manufactured various organic chemicals derived from benzene, including PCBs. The Solutia W.G. Krummrich Plant was formerly operated by Monsanto, which spun-off its chemical business in 1997. It is located just east of the Mississippi River along Illinois Route 3 in the American Bottom floodplain.
EPA issued a RCRA 3008(h) Administrative Order on Consent (Order) on May 3, 2000. In 2004, Solutia completed an interim remedy to contain, intercept, and collect contaminated groundwater discharging and causing environmental impacts to the Mississippi River. A groundwater migration control system was installed at the river's edge consisting of a slurry barrier wall keyed into bedrock and groundwater collection wells. Collected groundwater is treated at the American Bottom POTW.
On February 26, 2008, EPA issued a Final Decision and Response to Comments to remediate contaminated soil, groundwater, surface water, and indoor air based on Remedial objectives based on human health and ecological risk assessment, IL TACO and IL Water Quality Standards (WQS). The selected final remedies focus on removing source areas of Polychlorinated Biphenyls (PCBs), benzene, chlorobenzenes, lead, and mercury potentially impacting workers, contaminating groundwater, and migrating to the Mississippi River.

Institutional and Engineering Controls at this Facility
- Institutional Control - Environmental Land Use Control: An Environmental Land Use Control (ELUC) was recorded by Solutia Inc. on April 23rd, 2009.
- Institutional Control – Groundwater Use Restriction Municipal Ordinances: In accordance with the Final Decision and Response to Comments (dated February 26, 2008), groundwater use restriction municipal ordinances are in place within the Village of Sauget, the City of Cahokia Heights, and the City of East St. Louis, Illinois. These municipal ordinances prohibit use of groundwater from within the corporate limits of these municipalities and from certain specific areas within Cahokia as a potable water supply by the installation or drilling of wells or any other method during the lifetime of the Solutia final remedy. Solutia must notify EPA on an annual basis that the municipal ordinances remain in place through due diligence reporting.
For specifics of these municipal ordinances, residents of the Village of Sauget should refer to Ordinance No. 99-5, as amended by Ordinance No. 05- 03. Residents of the City of Cahokia Heights should refer to Ordinance No. 12-1224. Residents of the City of East St. Louis should refer to Ordinance No. 97-10066.
