Cleanup Status 

 The RCRA Facility Assessment, RCRA Facility Investigation and Corrective Measures Study stages have been completed at the site. The site has been remediated. The final remedy, including source removal (which was already completed), installation of a protective cover over the soil contamination, natural attenuation and institutional controls, has been implemented for this site.

This facility has installed a demarcation zone and a protective cover over 6400 square foot area where polycyclic aromatic hydrocarbon compounds slightly exceed the commercial soil cleanup objectives in isolated areas. This protective cover is intended to prevent the soil from being disturbed, while allowing the remaining petroleum hydrocarbons to degrade naturally.

Site Description

Industrial Oil Tank Services, Inc. operated as a petroleum recovery facility in the town of Verona in Oneida County from mid-1970’s through 1992. The site stored hazardous wastes in 23 steel tanks of various sizes with a total combined capacity of approximately 350,000 gallons prior to transfer off-site disposal.

In March 1992, Industrial Oil Tank Services received a consent order due to management of hazardous waste (chlorinated solvents and contaminated petroleum products) without the required permit. The facility was required to close the units used to process and store hazardous waste and stop all hazardous waste management activities.

The soil and groundwater at the site were contaminated with the petroleum hydrocarbons. 


Site Responsibility at this Facility

The facility did not have a RCRA permit. The New York State Department of Environmental Conservation Superfund program has the responsibility for implementing remedial measures through a Superfund Record of Decision and a Consent Order.
