Congress amended the Resource Conservation and Recovery Act (RCRA) in November 1984, expanding the Act's cleanup provisions and prompting EPA and its state partners to develop the RCRA Corrective Action Program. The program oversees the investigation and cleanup of nearly 4,000 hazardous waste sites across the country, including many with risks comparable to Superfund sites.

    Remedy Summary

    After reviewing the results of soil and groundwater sampling, past environmental practices, historical investigations and remedial activities, EPA is proposing to removal and deposal of contaminated soils, install a barrier injection for groundwater plume migration, establish institutional controls, implement monitored natural attenuation of groundwater contamination, provide financial assurance to ensure remedies are implemented and maintained to protect people currently using the Site and future industrial workers from harmful health effects caused by exposure to contamination and establish a long term stewardship plan, including monitoring and reporting, for the duration of time contamination remains on-site above unrestricted use levels.

    The Schott Metal Products Company (Schott) is situated on an approximately 4-acre site located adjacent to the Tuscarawas River in Springfield Township, Summit County, Ohio.  Schott has been manufacturing automobile parts (stamping and tool and die operations) at this location since 1948.  The facility currently consists of several buildings including offices, manufacturing (which formerly included casting for stamping dies and a paint line), and warehousing.

    Major contaminants of concern are trichloroethene (TCE) 1,1,1-trichloroethane (1,1,1-TCA) cis-1,2-dichloroethene (1,2-DCE) vinyl chloride and tetrachloroethene (PCE) in groundwater, and asbestos, hexavalent chromium, and polychlorinated biphenyl (PCBs) on-site soil.

    The asbestos-contaminated soil is temporarily controlled by tarps anchored over the top of the effected area and a fence to prevent access.
