Public Notice: LaBounty Superfund Site, Charles City, Floyd County, Iowa
Summary
Seventh Five-Year Review Completed
The U.S. Environmental Protection Agency (EPA) Region 7 has completed the Seventh Five-Year Review for the LaBounty Superfund Site. Five-Year Reviews are required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), commonly known as Superfund, when hazardous substances remain on-site above levels that permit unrestricted use and unlimited exposure. Five-Year Reviews provide an opportunity to evaluate the site remedy to determine whether it remains protective of human health and the environment.
This Five-Year Review of Operable Unit 1 deferred a protectiveness determination until further information is obtained by taking the following actions:
- Conduct an evaluation of the interaction between the stream and the aquifer at the site. This evaluation aims to determine the potential for contaminants to migrate off-site and to identify the reasons behind the increasing arsenic concentrations in the surface water.
 - Collect sufficient information to make a determination on the aquifer class designation for the Upper Cedar Valley Aquifer and alluvial aquifer at the site
 - Perform a Baseline Human Health Risk Assessment to determine the potential risks to human health.

This Five-Year Review Report was signed Oct. 7, 2025.
