Revision to the Taconite Regional Haze Federal Implementation Plan Minnesota

EPA is holding a public comment period following the publication of the proposed plan. Comments must be received on or before June 10, 2025.

Submit your comments, identified by Docket ID No. EPA-R05-OAR-2024-0216 at regulations.gov, or via email to Arra.Sarah@epa.gov. For comments submitted at regulations.gov, follow the online instructions for submitting comments.  

Summary

EPA is proposing to revise a Federal Implementation Plan that will establish limits for nitrogen oxide at the United States Steel Company’s Keetac taconite facility in Keewatin, Minnesota. EPA is proposing these limits in accordance with the best available retrofit technology requirements in the Clean Air Act. The proposed emissions limits are approximately 40-45 percent lower than the current pollution levels at Keetac.

Public Hearing

Upon publication of the proposed Federal Implementation Plan, EPA solicited interest in a virtual public hearing on May 12, 2025, for parties to present data, views, or arguments on the proposal. EPA requested that interested parties submit a request to present at the hearing by May 6, 2025, or EPA would not hold the hearing. EPA did not receive any requests to present at the hearing by May 6, 2025, therefore EPA will not hold the hearing.
