  Comments:  1.  Limited approval of added and revised Article 8 regulations. The SIP effective date is 11/21/08.
                            2.  Sections 5-80-1615 and 5-80-1695 are revised.  The State effective date is 12/31/08 and the SIP effective date is 10/3/11.  Note: The regulation dates on Page 62 represent the State history and not the SIP history.
                            3. Section 5-80-1915 is added.  Sections 5-80-1615, 5-80-1625, 5-80-1695, 5-80-1925, 5-80-1945, 5-80-1955 , and 5-80-1965 are revised.  The SIP effective date is 1/22/13.
                           4.  Revisions to Sections 5-80-1615, 5-80-1635, 5-80-1695, 5-80-1715, and 5-80-1765.   The SIP effective date is 3/27/14.
                           5.  Revision to Section 5-80-1615 04/13/2015 80 FR 19541...revised section - limited approval remains in effect
                           6.  Revisions to Sections 5-80-1695 and 5-80-1715 - 80 FR 10088 02/29/2016.

                           7.  Revisions to Article 8 allowing full approval 82 FR 40703 dated 8/28/17 SIP federally effective 9/27/17.
