AUTHORIZATION TO DISCHARGE UNDER THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM

In compliance with the provisions of the Clean Water Act, as amended, (33 U.S.C. 1251 et. seq;
the "Act"),

Dulce Wastewater Treatment Plant
Jicarilla Apache Utility Authority
P.O. Box 916
Dulce, NM 87528

is authorized to discharge from the Dulce Wastewater Treatment Plant located at 290 Narrow Gauge
Road, Dulce, Rio Arriba County, New Mexico, to Amargo Creek, thence to the Navajo River in the
Waterbody Segment Code No. 20.6.4.407 of the San Juan River Basin, from a point located
approximately:

Outfall 001: Latitude 36o 56’ 47.77” North, Longitude 107o 01’ 13.2” West

in accordance with this cover page and the effluent limitations, monitoring requirements, and other
conditions set forth in Part I, Part II, Part III, and Part IV hereof.
