What types of things have caused applications to be disqualified for administrative reasons?

Some examples of reasons applications have been disqualified include:

  • Applicant did not complete all of the registrations steps in Grants.gov and could not resolve the issue until 12:01 a.m. the morning after the deadline. Because the applicant could not demonstrate the problem was caused by Grants.gov technical issues, the application was disqualified.
  • An applicant assumed they were registered at SAM.gov, because they recently submitted an application for another federal grant opportunity, however the registration expired prior to the submission of their GLRI application. The applicant was not notified of the expiration, because they did not update their SAM records after they had a staffing change. Applicants should not only check the status of their registration, but also the expiration date.
  • An applicant attempted to register at Grants.gov and SAM.gov just a few days prior to the deadline and discovered they could not register with SAM.gov, because they did not have a valid DUNS number. Applicants should check the status and expiration dates of all required registrations immediately if they are at all considering applying for a grant under this opportunity.
  • An applicant confirmed all of their registrations and was busy putting last minute finishing touches on their application the night it was due. The applicant's own computer network was experiencing problems, and they could not submit their application until the next day. Because they missed the deadline and could not demonstrate the problem was caused by Grants.gov technical issues, the application was disqualified.
  • An applicant mistakenly submitted their application under the wrong Funding Opportunity Number (FON). While the application could have been eligible for another category, it did not meet the eligibility criteria for the FON to which they submitted their application in Grants.gov. EPA will review all applications for eligibility and merit in accordance with the specific criteria for the FON to which they applied in Grants.gov.
