The United States Environmental Protection Agency (EPA), Region 2 provides notice of and requests public comments on the draft Part 71 Operating Air Permit Renewal (“draft permit”) for the Turning Stone Resort and Casino (“Turning Stone” or “facility”), owned by Oneida Indian Nation. Turning Stone is located on Indian country within the boundaries of the Oneida Indian Nation, Oneida Indian Reservation, in Oneida County, Verona, New York. The facility is a casino resort that operates a natural gas-fired combined cycle turbine with an unfired heat recovery steam generator (“HRSG”), four heat/hot water boilers, with three of the boilers combusting only natural gas and one boiler combusting natural gas and fuel oil, six non-emergency diesel engines, and three emergency engines (two of the engines are combusting fuel oil and one engine is combusting natural gas). All of the above emission sources provide electrical power, steam and hot water, and backup power for the facility. This draft permit is the fourth renewal and proposes to allow the facility to continue operating its existing emission sources in accordance with the permit conditions listed in the draft permit, and it does not authorize the addition of any emission source or any increase in emissions.
