Public Notice: EPA proposes to remove and replace contaminated soil at Benedict Park
Summary
EPA prepared a planning document which evaluates potential soil risks, cleanup options, and recommends a preferred approach. This is called an Engineering Evaluation/Cost Analysis (EE/CA) (pdf) (4.4MB). EPA’s preferred approach is to excavate contaminated soil in affected areas of Benedict Park, transport it to an approved disposal facility, backfill and restore the park with clean soil. Once the EE/CA is finalized, cleanup could begin as early as fall 2026.
Why is EPA proposing action?
EPA previously cleaned the playground area in the park to a protective level. After the 2025 lead directive, EPA returned to evaluate the park more broadly. EPA’s sampling found high levels of lead in parts of the park outside of the playground that could pose a health risk to people. Children are especially susceptible to the harmful effects from lead, which can impact development and overall health.
What’s next?
EPA is requesting public comments on the EE/CA from August 27 – September 26. All residents and interested parties are encouraged to read the document and participate in the comment period. After the comment period ends, EPA will review all public comments and issue a responsiveness summary. The EPA will then document the final selected removal action in an Action Memorandum.
