This presentation explains why one might use Co-Benefits Risk Assessment (COBRA) Health Impacts Screening and Mapping Tool. COBRA is a screening model that converts emission reductions into changes in air quality and estimates the number of cases of illness and death avoided as well as the economic value of those benefits.
