Second Planning Period Progress Reports

July 30, 2024 - EPA issued a memorandum providing information regarding development of the Regional Haze Progress Reports for the Second Planning Period State Implementation Plans (SIPs), which are due to EPA on January 31, 2025. The memorandum, “Overview of Elements for the Regional Haze Second Planning Period State Implementation Plan Progress Reports due in 2025,” outlines EPA’s expectations for states when developing the progress reports, including opportunities for input from the Federal Land Managers (FLMs) and the public and a description of each element that must be included in the report to meet the requirements of the Regional Haze Rule (RHR). By clarifying and providing information on existing regulatory requirements, the memorandum provides states with guidance and flexibility to demonstrate how their Second Planning Period SIP measures have continued to improve visibility in our national parks and wilderness areas.
