Summary of Eugene-Springfield Carbon Monoxide (CO) Maintenance Plan

Background

Eugene-Springfield, Oregon, was designated a nonattainment area for carbon monoxide (CO) and not classified upon enactment of the Clean Air Act Amendments (CAAA) in 1990.

Oregon had submitted a CO maintenance plan on July 28, 1989. On July 14, 1993, the Lane Regional Air Pollution Authority (LRAPA) submitted a maintenance plan with additional information that addressed additional requirements of the CAAA. EPA approved the plan on December 6, 1993 (58 FR 64161 (pdf) (243 KB)).

On November 5, 1999, Oregon submitted a complete rule renumbering and relabeling package to EPA for approval in the SIP. On January 22, 2003, EPA approved the recodified version of Oregon's rules to remove and replace the outdated numbering system (68 FR 2891 (pdf) (204 KB)). The following list refers to the currently approved SIP rules.

Summary

The plan relies on control strategies needed to maintain the CO National Ambient Air Quality Standards (NAAQS). The strategy focuses on the Federal Motor Vehicle Emission Control Program.

Rules

• No new state regulations were approved into the Oregon State Implementation Plan as part of the Eugene-Springfield area carbon monoxide redesignation to attainment.
