Summary of Oakridge PM10 Maintenance Plan
Background
The Oakridge Urban Growth Boundary was designated nonattainment for PM10 and classified as moderate on December 21, 1993 (58 FR 67334 (pdf) (7.8 MB)), effective January 20, 1994 .
Oregon submitted a PM10 attainment plan on December 9, 1996, and EPA approved the plan on March 15, 1999 (64 FR 12751 (pdf) (165 KB)).
On July 26, 2001, EPA published a finding of attainment for the Oakridge PM10 area (66 FR 38947 (pdf) (132 KB)). However, the designation status in 40 CFR part 81 remains moderate nonattainment for the area until such time as Oregon meets the CAA requirements for redesignations to attainment.
On January 22, 2003, EPA approved a recodified version of Oregon's rules to remove and replace the outdated numbering system (68 FR 2891 (pdf) (204 KB)). Measures below reference the recodified version of Oregon's rules.
On January 13, 2022, Oregon submitted a redesignation request and PM10 maintenance plan, which EPA proposed approval of on May 9, 2022 (87 FR 27540 (pdf) (370 KB)), and finalized approval on August 22, 2022 (87 FR 51265 (pdf) (237 KB)).
Summary
The plan relies on control strategies needed to assure maintenance the PM10 National Ambient Air Quality Standards (NAAQS) through 2035. The strategy focuses primarily on control of residential wood combustion through a curtailment program during the winter heating season and changing-out uncertified woodstoves for cleaner burning and more efficient home heating units, and road dust.

Contingency Measures
The following contingency measures, or equivalent, will be implemented if the PM10 or PM2.5 NAAQS are violated.
- Stricter green-yellow-red advisory program. By reducing the red advisory thresholds by 3 mg/m3 PM10 there will be more red advisory days each winter.
- Prohibition of fireplace use on yellow advisory days (in addition to the existing prohibition or red advisory days).
