EPA Releases Meeting Minutes and Final Report from Science Advisory Committee on Phthalates

Today, the U.S. Environmental Protection Agency (EPA) released the meeting minutes and final report from the August 4-8, 2025, Science Advisory Committee on Chemicals (SACC) virtual public meeting to discuss the draft risk evaluations and associated materials for the five phthalates that are currently undergoing risk evaluation under the Toxic Substances Control Act (TSCA). These five phthalates are dibutyl phthalate (DBP), di(2-ethylhexyl) phthalate (DEHP), butyl benzyl phthalate (BBP), diisobutyl phthalate (DIBP), and dicyclohexyl phthalate (DCHP).

The meeting minutes and final report are available in docket EPA-HQ-OPPT-2024-0551 on www.regulations.gov and through the SACC webpage for the phthalates meeting.  

The SACC peer reviewed technical support documents for all five phthalates, the draft risk evaluations for DCHP (released January 2025) and DBP and DEHP (both released June 2025). The SACC also peer reviewed a draft carcinogenicity assessment and a draft cumulative risk analysis for the five phthalates.  

EPA is in the process of reviewing feedback from the meeting, including this final report, and will use this feedback, along with feedback received from the public, to inform the final risk evaluations for DBP, DEHP, BBP, DIBP, and DCHP.

The SACC serves as a primary scientific peer review mechanism of EPA’s Office of Chemical Safety and Pollution Prevention. It provides independent scientific advice and recommendations to EPA on the scientific basis for risk assessments, methodologies and pollution prevention measures and approaches for chemicals regulated under TSCA.
