Issued under Executive Order 14179, memorandum OMB M-25-21 directs agencies to expand the use of artificial intelligence to enhance government services, while maintaining safeguards for civil rights, privacy, and public accountability.

It establishes detailed requirements including the appointment of Chief AI Officers, creation of AI governance boards, development of AI strategies, and implementation of risk management practices for high-impact AI systems. The memo also promotes public transparency, data and model sharing, AI workforce development, and the use of American-made AI technologies, all while emphasizing safe, secure, and equitable AI use.

At the forefront of AI development, the U.S. Government must adopt a forward-leaning and pro-innovation approach that takes advantage of this technology to help shape the future of workforce operations. Agencies are also encouraged to harness solutions that bring the best value to taxpayers, increase quality of public services, and enhance government efficiency.

This memorandum charges agencies to lessen the burden of bureaucratic restrictions and to build effective policies and processes for the timely deployment of AI. Agencies are directed to accelerate the Federal use of AI by focusing on three key priorities: innovation, governance, and public trust.

In support of Executive Order OMB Memorandum M-25-21: Accelerating Federal Use of AI through Innovation, Governance, and Public Trust, EPA released the 2025 AI Compliance Plan and Strategy documents. 

EPA AI Compliance Plan

The EPA AI Compliance Plan details how the agency will meet federal requirements for responsible AI use by strengthening governance, maintaining an annual AI use case inventory, and implementing risk management practices.

EPA AI Strategy

The EPA AI Strategy outlines the plan to responsibly expand AI use across the agency by improving infrastructure, workforce readiness, data quality, and governance, with a strong emphasis on risk management and compliance with federal guidance.
