Comments Due

Persons wishing to comment on, or request a public hearing for, the draft permits for this facility may do so electronically by November 26, 2025, which is the expiration date of the public comment period.  A request for a public hearing must state the nature of the issues as well as the requester’s name, address, and telephone number.  All comments and requests for public hearings must be submitted electronically, and should be addressed to the attention of Carissa Moncavage at moncavage.carissa@epa.gov.  All comments and/or requests for public hearings must include the name, address, and telephone number of the person making the submission and a concise statement of the basis for any comment and any relevant facts on which it is based.  All data submitted by the applicant is available as part of the Administrative Record.

Summary

EPA Region 3 is proposing to modify the National Pollutant Discharge Elimination System (NPDES) permit no. DC0000094, pursuant to Section 402 of the Clean Water Act, to correct errors identified in permit modification no. 2 that was issued on June 30, 2025. The revisions include fixing errors in the effluent limits tables in Part I Sections B and C and reorganizing these tables to clarify the requirements. Refer to the fact sheet addendum for more details on these modifications.
