(6) Product storage [§ 300.915(a)(6)]
  1. Maximum storage temperature (e.g., oF and/or oC): 130oF 
  2. Minimum storage temperature (e.g., oF and/or oC): 15oF
  3. Optimum storage temperature (e.g., oF and/or oC): 50oF to 86oF
  4. Humidity (e.g., g/kg): Relative humidity will have no impact on a sealed product container. Optimal humidity for chemical storage is between 30% to 95% relative humidity.
    • Maximum humidity: should not exceed 95%
    • Minimum humidity: should not be lower than 15%
    • Optimal humidity: 75%.
  5. Other relevant conditions for product storage: The ambient air temperature around the liquid has little effect on the product unless the liquid reaches the minimum or maximum temperatures beyond 12 consecutive hours. Relative humidity would have an effect on the product if the liquid were exposed to the environment for more than 12 hours.
  6. Description of the consequences to performance if product is not stored within these limits: If the product was exposed to extreme heat (above 150oF) or extreme cold (below -20oF) the product may exhibit phase separation. In some cases, the product can be re-blended or reagitated to re-establish a homogeneous solution. Advanced BioCatalytics can provide technical support in such an extreme instance to advise and assist on product performance evaluation and the re-blending process if deemed feasible.
(7) Shelf life storage conditions [§ 300.915(a)(7)]
The product should have a minimum shelf life of 2 years and potentially much longer if the original packaging remains sealed. Documentation for this determination was provided by the submitter on June 18, 2026.
(8) Product label [§ 300.915(a)(8)]
A sample product label for all name(s), brand(s), and/or trademark(s) under which the product is to be sold that includes manufacture and expiration dates, and conditions for storage was provided by the submitter on June 18, 2026.
(9) Product category and processes [§ 300.915(a)(9)]
AcceII Clean® SWA-NE is a surface washing agent, comprised of a combination of biosolvents and bio-surfactants. This product is designed to be a non-emulsifying cleaner or "lift and float" type surface washing agent. It will remove crude oil from rocks, equipment and hard surfaces without emulsifying the oil in the water.
(10) Recommended product use procedures [§ 300.915(a)(10)]
1. Application Method: The application of Accell Clean® SWA-NE involves a multi-step process tailored to the size and orientation of the contaminated area. For large-scale shoreline or beach cleanup, the product is applied as an aerial spray from work boats or water trucks equipped with hoses and pumps. Smaller, targeted areas like rocks or vessel hulls require manual application using hand-held or backpack sprayers. On vertical surfaces, foaming generators may be used to increase contact time. Following application, the product must soak for 15 minutes to 4 hours before being flushed with low-pressure, ambient water to release the oil. High-pressure washing and steam are generally restricted to prevent mechanical emulsification and minimize worker vapor exposure. 

2. Concentration / Application Rate: Standard dosing for Accell Clean® SWA-NE requires an application ratio ranging from 0.5:1 to 1:1 relative to the volume of the target oil. Before full-scale application, a "bucket test" should be performed to verify that the treated oil will float. The effectiveness of these rates is influenced by environmental factors. As warmer temperatures accelerate the cleaning reaction while colder conditions, specifically those below 2oC (35.6oF), require extended soak times and higher contact durations.

3. Conditions for Use: Accell Clean® SWA-NE can be used on heavy fuel oils, weathered crudes, or highly viscous hydrocarbons. Use is ideal for solid or semi-solid substrates such as gravel, cobble, and rocky shores, but is discouraged on permeable inland soils where oil could migrate underground. Shoreline applications must be timed with an ebbing or low tide to allow sufficient soaking time and recovery. Furthermore, products must be used only in the environment (freshwater vs. saltwater) for which they are specifically listed on the NCP Product Schedule.

4. Containment, collection, recovery, and disposal: Use a boom or other containment prior to application to prevent the oil from spreading or reaching open water. Because non-emulsifying surface washing agents release oil without dispersing it, physical recovery must occur immediately after washing. Ideally water currents should remain under 1 knot to ensure safe containment. Once trapped, the floating oil is removed using mechanical skimmers, vacuum equipment, or sorbent pads. All recovered oily mixtures and used sorbents must be disposed of according to local, state, and federal regulations. Always read the Safety Data Sheet for important product safety instructions.
