The EN Solicitation Notice states that "applicants must not have more than four active Exchange Network assistance agreements with the Agency as of December 31, 2024.” Is it four or five active grants that disqualifies you from applying?
The restriction means that you cannot have more than 4 open EN grants as of 12/31 of the prior year – so, if you currently have 4 grants open for a spring application cycle, you can still apply for funding in the new grant cycle (which, if awarded, would mean that you would technically have 4 EN grants open).
Please note that it must be very clear to EPA that any additional funding requests (through an EN application) are for activities that have not been funded under prior EN grant awards.
