Is a municipality within a US territory eligible to apply under your program?

Municipalities and other local governments are unfortunately not eligible under our grant program, unless they have status as an ‘instrumentality of a state, Tribe, or territory’. This is often a public university (state or Tribal) or in some rare cases, a local air or water district that has this status (aka is acting on behalf of and therefore as part of the state, territorial, or Tribal government). Please note that documentation is required to demonstrate that the entity has this instrumentality status (please see Appendix E of the EN Solicitation Notice).  

Ineligible applicants do have the option to apply as a partner to an eligible entity; however, we do have a partnership (coalition) restriction which prohibits you for partnering with an entity that is within the same government. Therefore, as a municipality of Puerto Rico, you could not partner with an agency, university, etc. that is part of the Puerto Rico government. You could partner with agencies from any of the 50 US states, however, other US territories (such as the US Virgin Islands), or a federally recognized Tribe or intertribal consortium of federally recognized Tribes.
