The MOA describes the process for developing cleanup goals for sites that have TSCA contamination (PCBs> 50 ppm) in sediment to for Great Lakes Legacy Act (GLLA) projects to ensure compliance with TSCA and to allow for easier review and coordination with the TSCA program.
