This page displays a list of all documents managed by the Office of Water and designated as guidance documentsHelpGuidance DocumentsAgency statements of general applicability, intended to have future effects on the behavior of regulated parties, that set forth a policy on a statutory, regulatory, or technical issue, or an interpretation of a statute or regulation, with some exceptions as detailed in E.O. 13891, Section 2(b).  EPA's guidance documents lack the force and effect of law, unless expressly authorized by statute or incorporated into a contract. The agency may not cite, use, or rely on any guidance that is not posted on this website, except to establish historical facts.

NOTE: EPA received an extension from the Office of Management and Budget for full compliance with Section 3(b) of EO 13891. Accordingly, EPA’s guidance portal will include all active guidance by July 31, 2020.

Searchable list of the EPA’s guidance documents related to water issues

Office of Water's active guidance documents have been consolidated into the searchable list below as related to the Clean Water Act (CWA), Safe Drinking Water Act (SDWA), and Marine Protection, Research and Sanctuaries Act (MPRSA).

Guidance documents are those issued by the EPA that inform the public how EPA interprets an underlying statute and its regulations, and includes but are not limited to memorandums, policy statements, handbooks and manuals, as well as documents formally titled as guidance. Guidance documents that have been superseded with newer guidance are not included.
