Rule Summary
This rule establishes standards of performance to limit emissions of volatile organic compounds (VOC's) from new, modified, and reconstructed surface coating operations within large appliance assembly plants.
This standard implements Section 111 of the Clean Air Act and is based on the Administrator's determination that the surface coating of large appliances causes, or contributes significantly to, air pollution that may reasonably be anticipated to endanger public health or welfare.
The intended effect of this standard is to require all new, modified, and reconstructed large appliance surface coating operations to control emissions to the level achievable through use of the best demonstrated system of continuous emission reduction, considering costs, non-air quality health, and environmental and energy impacts.
