Rule Summary

These standards implement section 111 of the Clean Air Act and are based on the Administrator's determination that emissions from industrial surface coating of fabric cause, or contribute significantly to, air pollution which may reasonably be anticipated to endanger public health or welfare. The intended effect of these standards is to require all new, modified, and reconstructed facilities that perform polymeric coating of supporting substrates to control emissions of volatile organic compounds (VOC) to the level achievable by the best demonstrated system of continuous emission reduction, considering costs, nonair quality health, and environmental and energy impacts.

The standards reduce the national VOC emissions from new, modified, and reconstructed polymeric coating lines (consisting of the coating operation and associated mix equipment) by approximately 1,430 tons (1,300 Mg) below the emission level required by the typical State Implementation Plan (SIP) in an ozone nonattainment area.  This represents a reduction of 83 percent.
