California Clean Air Technology Initiative (CATI) Workplan
Challenges
Attainment of National Ambient Air Quality Standards (NAAQS) is a major public health challenge. Efforts to address this challenge are embodied in the local air quality management plans that are designed to fulfill State Implementation Plan requirements under the Clean Air Act.
For the South Coast and San Joaquin Valley air basins, federal standards for ozone and PM2.5 pose challenging attainment deadlines. Significant emission reductions are needed from all sources, particularly mobile sources which are major contributors to the emissions inventories of both air basins. Approach
South Coast Air Quality Management District (SCAQMD) and San Joaquin Valley Air Pollution Control District (SJVAPCD) select emission reduction priorities based on local emissions inventory and exposure data. The technologies demonstrated under the CATI seek to support progress toward NAAQS attainment and reduce localized air toxics exposure.
Technologies
Select technologies for demonstration that have the potential to reduce emissions from identified source categories.
Partners
Identify and secure participation from public agency, private-sector, and community partners.
Funding
Identify and secure funding to support project development. CATI partners agency staff will work collaboratively to maximize the use of existing funding sources (e.g., local, state, and federal grant programs) and identify potential new funding sources (e.g., public-private partnerships).
Projects
Support innovative emissions control technology projects that address mutual priorities and provide significant emissions reduction potential.
Emissions
Support enhanced emissions inventory analysis, air quality monitoring, and compliance review.
Showcase
SCAQMD and SJVAPCD staff will work with project partners to showcase successfully demonstrated technologies to increase awareness.
Evaluation
Evaluate project results and potential technology commercialization. Periodic program evaluation to identify and address implementation challenges.
