Illinois Surface Discharge Permit Electronic Reporting Requirement

EPA recently published the National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule. The rule requires NPDES regulated entities to report information electronically, instead of filing written paper reports. The ILG62 permit requires submittal of semi-annual effluent monitoring reports that you submit to EPA using the paper based discharge monitoring report (DMR) form. After December 21, 2016 you will be required to submit this information electronically using NetDMR unless you qualify for a waiver (more information on applying for this waiver is outlined below).

Have the reporting requirements changed?

The rule does not change what information is required from NPDES regulated entities, it only changes the method by which information is provided (i.e., electronic rather than paper based). In order to electronically submit DMRs, you will need a computer, internet browser, and access to the internet. The web based NetDMR tool provides secure communication, requiring passwords and known responses to security questions. In addition, it is designed to provide electronic submittals with the same level of legal dependability as paper submittals.

How do I enroll?

EPA recommends enrolling in NetDMR as soon as possible so that we can assist you as necessary. Waiting until the last minute may prohibit EPA personnel from promptly assisting you to meet the required electronic reporting target date of December 21, 2016. The rule provides flexibility to grant temporary or emergency waivers from electronic reporting.

Can I get an electronic reporting waiver?

To get an electronic reporting waiver you must submit a waiver request as soon as possible to EPA. Temporary and permanent waivers from electronic reporting will be granted only upon request and if based on appropriate factors such as lack of computer and/or internet access. If you qualify for a waiver from electronic reporting, monitoring data must be submitted on paper DMR forms to Region 5.
