EPA Finalizes Groundwater Cleanup Plan at Former Sherwin-Williams Site in Gibbsboro, NJ

Gibbsboro, N.J. - U.S. Environmental Protection Agency (EPA) has finalized its plan to clean up contaminated groundwater associated with the Former Manufacturing Plant area of the Sherwin-Williams/Hilliards Creek Superfund Site in Gibbsboro, Camden County, New Jersey. The decision marks the next step in EPA’s comprehensive effort to clean up the site, and protect human health, building on a soil cleanup that is already underway. Previous operations at the former paint manufacturing plant area contaminated the groundwater with lead, arsenic, polychlorinated biphenyls (PCBs) and other hazardous materials.

“This plan moves us closer to a full cleanup in Gibbsboro,” said EPA Regional Administrator Michael Martucci. “By addressing groundwater contamination along with the soil cleanup already underway, we’re tackling pollution at its source and creating a healthier environment for residents.”

The cleanup plan, formally known as a Record of Decision, calls for injecting organic materials and nutrients underground to stimulate naturally occurring bacteria that break down harmful chemicals in groundwater over time. EPA will also work with the State of New Jersey so that groundwater use is restricted until it meets standards and will conduct regular testing to monitor progress and ensure water quality improves.

This action complements EPA’s 2020 soil cleanup plan, which is currently underway. That work involves removing contaminated soil and recovering trapped liquid chemicals, reducing the amount of pollution reaching the groundwater and supporting the long-term success of the groundwater remedy.

EPA finalized the groundwater plan after a 30-day public comment period and a public meeting on August 7, 2025, at the Gibbsboro Senior Center, where residents shared feedback and recommendations.

The final cleanup plan, EPA’s response to public comments and additional background materials will be available on the Sherwin-Williams/Hilliards Creek Superfund Site profile page.
