Public Notice: Notice of Proposal to Issue UIC Class VI Carbon Sequestration Permit Opportunity for Public Hearing and Request for Public Comment City of Russell, Kansas
Summary
The U.S. Environmental Protection Agency (EPA) Region 7 is proposing to issue an Underground Injection Control (UIC) permit to PureField Carbon Capture, LLC, on Dec. 18, 2025, under the authority of Part C of the Safe Drinking Water Act, 42 U.S.C. Section 300h and regulations at 40 Code of Federal Regulations (CFR) Parts 124, 144, 146, and 147. The permit would allow for the injection of carbon dioxide (CO2) through a Class VI geologic sequestration well from their facility located near the city of Russell, Russell County, Kansas. In addition to the public comment period described b low, EPA has scheduled a Public Availability Session and Public Hearing which will be held:

The Public Availability Session will be structured as an open house, and participants can join anytime between 5:00 and 6:30 p.m. EPA representatives will be available to answer questions and provide information about the proposed permit issuance. A formal Public Hearing will be held starting at 7:00 p.m., where participants will be given the opportunity to provide oral comments on EPA’s draft permit issuance.
If issued, this permit would authorize for 12 years the operation of the injection well by PureField Carbon Capture, LLC, as part of their geologic sequestration operations at this site. The fluids injected would only consist of CO2 generated by the fermentation off-gas resulting from the ethanol production processes conducted at the Facility. The fluids would be injected into the Arbuckle Group, at a depth of 3,448 feet below ground surface.
The proposed permit specifies the maximum injection rate, injection pressure, and total volume stored that would prevent the movement of injection fluids or geologic formation fluids into any underground source of drinking water located above the injection zone.
The Administrative Record, which includes the proposed permit, permit application, and all relevant documents and correspondence related to this permitting action, is available for public review from 8 a.m. to 5 p.m., Monday through Friday, at the U.S. EPA Region 7 Office, 11201 Renner Blvd., Lenexa, KS 66219. In addition, an electronic copy is available online for public review at www.regulations.gov under docket number EPA-R07-OW-3852. The Administrative Record will remain open for public comment until Feb. 1, 2026. Written comments must be submitted no later than that date to the EPA contact listed below.
