Summary
The U.S. Environmental Protection Agency, Region 9 (EPA) is issuing a notice of proposed action under the Clean Water Act to reissue a National Pollutant Discharge Elimination System (NPDES) permit NO. NN0030345 to:
Navajo Engineering and Construction Authority (NECA) for the Navajo Nation Municipal Pipeline Project, Hogback Canal, Hogback, New Mexico 87420.
EPA is soliciting comments on the reissuance of the NPDES permit for the NECA Navajo Nation Municipal Pipeline Project (NNMPP). The NNMPP will discharge flushing, hydrostatic testing, and disinfection water from two outfalls into the Hogback Irrigation Canal, a non- perennial tributary to the San Juan River, located on Navajo Nation. The permittee is classified as a minor discharger and has not previously discharged.
